New SCM Dialog and New PCB Dialog

When creating a new SCM or PCB design, after selecting the template, a new dialog will allow you set options in the new design.

Initially when this dialog is opened, all the settings are loaded from the template file. Changes made to the template settings in the dialogs will be applied in the new designs.
